ADNOC CEO Sultan Al Jaber endorsed UN Secretary-General Guterres’ call to reopen the Strait of Hormuz, saying the waterway “must open and be free of disruption.”
He added that “free flow of energy and trade is essential to global stability and economic confidence.”
UN Secretary-General António Guterres appealed to all parties to open the Strait of Hormuz, telling the Security Council: “Let ships pass. No tolls. No discrimination. Let trade resume. Let the global economy breathe.”
European Commission President Ursula von der Leyen said it is too early to consider easing sanctions on Iran, stressing that any such step must be preceded by fundamental changes within the country.
Speaking in Berlin, she said EU sanctions were imposed primarily over human rights violations, including issues related to fundamental freedoms and women’s rights.
She said lifting the measures is not possible at this stage and that the EU needs to see “a genuine transformation in the behaviour and policies of the Iranian authorities” before any easing is considered.
Iran is proposing that shipping companies pay charges for specific services when crossing the Strait of Hormuz, framing the payments to avoid the appearance of a toll, The Guardian reported.
The plan is being developed with Oman, which controls the southern side of the strait, and both countries intend to seek backing from the UN and the International Maritime Organisation rather than present it as a unilateral step.
An Iranian parliamentary bill titled “Strait of Hormuz Management Plan” leaves the toll issue open, though some Gulf diplomats have described Tehran’s stance as constructive given its current control over the waterway, which carries nearly 20% of the world’s oil through a passage only 21 nautical miles wide at its narrowest.
Iran, which has not ratified the UN Convention on the Law of the Sea, is attempting to frame the proposed charges in UNCLOS-compliant language.
The convention prohibits levying payments on ships simply for passing through territorial waters but permits charges for specific services rendered such as port fees, pilotage, or security.
The UK and other European countries oppose any charges, arguing the strait has a rare legal status as international water and that freedom of navigation must mean navigation is free.
Iran claims its restrictions are not a general blockade but a preventive measure on hostile vessels passing through its territorial waters, citing self-defense under Article 51 of the UN Charter and arguing the right of innocent passage does not apply to vessels engaged in hostile acts, according to the Guardian.
Anwar Gargash said the Iranian aggression against Gulf states was “severe, deliberate, and calculated,” reflecting prior planning rather than a momentary escalation.
Speaking at the Gulf Creators event in Dubai, he said the attack confirmed this was “a strategic move carried out despite sustained Gulf efforts to de-escalate,” including a unified position not to facilitate any action against Iran.
Gargash described the escalation as a decisive turning point for the region, unprecedented in scale and impact, and said “the regional landscape will not return to its previous state.” He warned the fallout has created “a deep and enduring crisis of confidence that will shape regional dynamics for decades.”
He said GCC cohesion during the crisis “fell to one of its lowest levels” compared to previous crises despite the scale of the threat, and that the Arab League’s response “fell short of expectations.” Gargash said the escalation exposed fragmentation in Arab national security and diverging regional priorities, while reinforcing the importance of the US alliance in supporting regional stability.
He said Iran “can no longer be addressed through traditional containment alone” after more than two decades of attempts at political engagement, and called for a “rational, realistic, and comprehensive reassessment of Gulf relations” grounded in national interests and strategic discipline.
Gargash concluded that despite the costs of the conflict, Gulf countries have demonstrated resilience through leadership, social cohesion, economic diversification, and their ability to attract global investment, adding that recent developments will accelerate efforts to reinforce these strengths.
Qatar Airways announced the resumption of daily flights to Bahrain and Kozhikode starting May 1, 2026, continuing the phased restoration of its global network.
The additions follow the recent return of daily services to Dubai, Sharjah, and Damascus.
Passengers with tickets issued by April 30 for travel between February 28 and September 15, 2026, remain eligible for complimentary date changes or refunds.
President Donald Trump is expected to meet with his top national security and foreign policy team on Monday to discuss the next steps in the Iran war, according to US media reports.
The meeting comes as negotiations have stalled, with Iran’s foreign minister blaming Washington for the failure of talks in Pakistan – the only round of direct negotiations held so far.
ABC News reported that a new deal proposed by Tehran fell short of Washington’s red lines, while Axios correspondent Barak Ravid first reported the planned meeting.
Iran has proposed ending its control of the Strait of Hormuz and lifting the US blockade without addressing its nuclear program, according to two regional officials with knowledge of the proposal, Axios reported.
The offer, relayed to Washington through Pakistan, is unlikely to gain President Trump’s backing, as he has insisted that ending Iran’s atomic program must be part of any deal.
Trump told Fox News on Sunday that “we have all the cards. If they want to talk, they can come to us, or they can call us.”
Iranian Foreign Minister Abbas Araghchi said he held “important discussions on bilateral matters and regional developments” during his visit to Oman.
He said talks focused on ensuring safe transit through the Strait of Hormuz, noting Iran and Oman are the only littoral states of the waterway.
Araghchi said the discussions aimed to benefit “all dear neighbors and the world,” adding “our neighbors are our priority.”
