Saudi Arabia has begun a pilot of its new Package Visa scheme, allowing eligible tourists to secure an entry visa as part of a bundled travel package booked through approved providers.
The initiative is the result of coordinated work between the Ministry of Tourism, the Ministry of Foreign Affairs, the Ministry of Interior, and the Insurance Authority.
Under the scheme, qualified general travel and tourism service providers will offer integrated packages covering round-trip flights, licensed accommodation, and electronic visa application in a single booking.
Travellers will also be able to add events, activities, and other tourism experiences to their packages. The move is designed to remove one of the more common friction points in booking a trip to the kingdom: managing visa applications separately from the rest of a trip.
To qualify as a provider under the scheme, companies must operate digital platforms and maintain 24/7 technical support and call centres.
“Saudi Arabia’s tourism story has always been about ambition, openness, and continuous progress. With the Package Visa, we are taking the next step: empowering our travel and tourism partners, simplifying the journey for visitors, and creating a smarter, more seamless way to experience Saudi Arabia. This pilot is a glimpse of what comes next, and we invite our partners and future visitors to be part of it,” Minister of Tourism Ahmed Al-Khateeb said in a statement.
The Package Visa follows a series of entry reforms the kingdom has introduced since launching its tourist e-Visa, including visa on arrival and the Stopover Transit Visa.
Saudi Arabia said it welcomed over 29 million inbound visitors in 2025, a figure the government attributes in part to these successive access improvements under Vision 2030.
The pilot is currently live in several markets, though the ministry has not disclosed which ones. The scheme is open to providers that meet the qualification criteria, with the intention of expanding as the pilot matures.
