The development is planned as a low-density masterplan comprising 29 private villas, 30 apartment buildings, and 69 hotel keys, set at an elevation of roughly 20 to 45 metres above the lake. The architecture is designed to frame views across the lake and surrounding mountains while keeping native vegetation, natural materials, and open terrain at the centre of the project’s identity.

Lake Šas is recognised as a habitat for migratory and resident bird species, and the company says the development has been designed around long-term environmental responsibility. Hospitality, wellness, and residential uses are all accommodated within the masterplan, which Eagle Hills describes as oriented toward “a slower pace of living.”

The site sits within reach of three international airports: Podgorica at 93.5 km, Tivat at 108 km, and Dubrovnik at 157 km. The wider area includes the UNESCO-listed Bay of Kotor and the broader Adriatic coastline.

Šas Heights extends a portfolio that Eagle Hills says spans more than 100,000 homes, 50-plus hotels, and six malls across international markets. The company, led by Mohamed Alabbar, has developed projects across the UAE, Europe, and North Africa.
