Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, reviewed the 2030 Blue and Green Spaces Roadmap at the World Governments Summit.
He was accompanied by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE.
The roadmap was launched by Dubai Municipality during the World Governments Summit. It sets out a portfolio of projects valued at more than AED4 billion and places nature within urban systems to support wellbeing.
The review took place in the presence of Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, President of the UAE National Olympic Committee; Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority; Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum; and Mohammad Al Gergawi, Minister of Cabinet Affairs and Chairman of the World Governments Summit; along with a number of ministers and senior officials
Dubai Municipality sets out AED4bn Blue and Green Spaces Roadmap
The roadmap embeds sustainability within planning and design and links public facilities, parks, beaches, waterfronts, afforestation, agriculture, biodiversity conservation, and recycling and treatment systems. The framework seeks to support public health and daily use across communities.
Dubai Municipality said the approach connects infrastructure corridors with quality of life and growth through a system centred on people, families, and communities.
By 2030, the roadmap sets out changes to access to parks, sports facilities, coastlines, and beaches. Targets include planting about 1.5 million trees over five years, delivery of more than 45 landscaping and beautification projects, and the addition of 120 parks covering nearly 3 million square metres.
The plan also provides for 200 sports and recreation spaces linked through green networks, aligned with the Public Parks and Greenery Strategy and the Dubai 2040 Urban Master Plan.
Beach capacity and facilities expansion detailed in Dubai roadmap
Beaches and waterfronts are set within social, recreation, climate, and ecology systems. More than 15 development projects will address coastlines, with three beach destinations added each year.
Dubai Municipality will expand beach facilities, services, and amenities by 400%, increase public beach capacity by 150%, and extend beachfront walking, jogging, and cycling tracks by 285%, in line with the public beach development master plan.
Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said Dubai shares its model for city design and management.
“Through this roadmap, Dubai Municipality is advancing a flexible, inclusive, and long-term urban model that positions beaches, parks, and public spaces as integrated infrastructure assets, making Dubai more vibrant, attractive, and liveable for all. Our goal is for Dubai to be a city built for people, growing in harmony with nature – a resilient and sustainable city that delivers the highest quality of life for current and future generations,” he said in a statement.
“Dubai Municipality remains committed to enhancing quality of life across the emirate by developing a balanced urban environment founded on an integrated, human-centric approach that aligns economic development with environmental stewardship and community wellbeing,” he added.
The roadmap supports the Sustainable Development Goals, strengthens climate resilience, and links public facilities and parks with daily use for residents, visitors, and tourists, in line with Dubai’s vision for living and work.
