Parkin Company PJSC, the largest provider of paid public parking facilities and services in Dubai, has signed a multi-year agreement with Emaar Mall Management, a subsidiary of Emaar Properties PJSC, to provide parking enforcement services across a selection of retail destinations in the emirate.
Under the terms of the deal, Parkin will provide enforcement services at Dubai Mall, Dubai Hills Mall and Marina Mall.
The focus of the engagement is to protect designated People of Determination (PoD) parking bays, improve traffic flow and optimise the use of parking facilities across the three sites.

“This partnership will ensure that People of Determination have unobstructed access to parking spaces designed for them, a matter of both regulatory compliance and genuine community benefit. By combining our sophisticated AI-driven ANPR technology with dedicated field inspections, we aim to deliver a comprehensive and effective enforcement model. More broadly, this agreement reflects our strategy to diversify Parkin’s service offering by leveraging our core strengths in technology, enforcement and mobility solutions to create value-added partnerships beyond our traditional public parking operations,” Eng. The partnership marks Parkin’s entry into retail destinations and represents a broadening of its service offering beyond its traditional public parking operations.
Parkin will integrate its Automatic Number Plate Recognition (ANPR) platform into the existing infrastructure at the Emaar sites, with the system targeting PoD-designated bays.

When a vehicle parks in a PoD bay, Parkin’s AI-driven enforcement system will scan the registration plate to verify whether a valid PoD permit is held. If no permit is identified, the system will flag the potential contravention to an inspector at Parkin’s command centre. Following a review, a penalty notice may be issued where appropriate.
To account for cases of accidental use of PoD bays, a grace period will be applied to allow a driver to relocate the vehicle before any enforcement action is taken.
In addition to the camera-based technology, Parkin will carry out field inspections across all three locations to ensure compliance with Dubai’s parking regulations
