The Council of the European Union has formally approved a set of trade regulations implementing commitments made in the joint EU-US statement issued on August 21, 2025, moving quickly to put the agreement into legal effect.
The measures eliminate remaining customs duties on US industrial goods and open preferential market access for certain seafood products and non-sensitive agricultural goods through tariff-rate quotas and targeted reductions.
The existing suspension of duties on lobster imports, including processed lobster products, has been extended under the same package.
The regulations include enhanced safeguard mechanisms giving the European Commission authority to intervene rapidly if significant import surges threaten European producers.
A separate provision allows the EU to suspend tariff preferences entirely if the United States fails to honour its commitments or introduces measures that discriminate against European goods.
The Council Presidency framed the move as consistent with the EU’s broader approach to trade: open to partnership, but with protective tools kept in reserve. The regulations take effect immediately upon publication in the Official Journal of the European Union. The core measure runs through the end of 2029, with a review of its impact expected before that date.
