Eagle Hills Montenegro, a subsidiary of Eagle Hills, has signed a landmark cooperation agreement with local partners in Ulcinj to establish Eagle Hills EcoVillage Shas, a new company that will develop a world-class eco-tourism destination in the country.
The agreement marks a major step toward bringing to life the vision of EcoVillage Shas — a sustainable tourism project that blends hospitality, nature, and cultural heritage. The development will include eco-friendly accommodation, wellness and longevity tourism concepts, and recreational experiences, offering visitors an authentic Montenegrin journey while protecting the unique natural environment of the Shas area.
Mohamed Alabbar, Chairman of Eagle Hills, said the project highlights the group’s commitment to Montenegro’s position as a leading Mediterranean tourism hub.

By safeguarding the biodiversity of Lake Šas and honoring the cultural heritage known as the “Balkan Atlantis,” the project seeks to enhance Montenegro’s global reputation as a destination where nature and history coexist.
The initiative will also support the local economy through job creation, partnerships with local businesses, and new opportunities for the people of Ulcinj.
