Hamas has agreed to a detailed roadmap for implementing the next phases of the Gaza ceasefire, according to a joint statement from mediating countries Egypt, Qatar, Türkiye and the United States, issued alongside what the statement called the Board of Peace.
The agreement follows months of negotiations and is framed around President Donald Trump’s Comprehensive Peace Plan and UN Security Council Resolution 2803. It covers governance, security, humanitarian relief, reconstruction and economic recovery in Gaza.
The statement describes the deal as a historic breakthrough, saying Hamas has for the first time officially committed to an actionable plan for relinquishing all its weapons, to be followed by an Israeli withdrawal from Gaza.
Attention now turns to implementation. The Board of Peace said it has been working closely with the National Committee for the Administration of Gaza, which will begin a phased transition toward full authority, backed by what the statement refers to as the International Stabilization Force. The statement said this transition will accelerate the establishment of rule of law, security improvements and humanitarian relief in the territory.
