Abu Dhabi’s Urban Planning and Permits Centre (UPPC), operating under the Department of Municipalities and Transport (DMT), has signed a partnership with developer Eagle Hills to activate public spaces, waterfronts, and mixed-use areas across the emirate.
The collaboration will introduce a range of community-oriented programming across key development areas, including cultural events, seasonal activations, sports and wellness activities, entrepreneurship initiatives, family programmes, and public realm experiences – all aimed at enhancing liveability and quality of life in Abu Dhabi.
The initiative marks a departure from the conventional approach to real estate development, positioning itself as a model of collaboration between government and private developers that extends beyond construction delivery to focus on the creation of destinations with a distinct community identity.

Under the partnership, DMT and Eagle Hills will identify and implement activation opportunities within selected development zones, with the stated goal of fostering social interaction, supporting tourism and economic activity, and advancing Abu Dhabi’s long-term urban vision.

This partnership reflects our direction toward activating public spaces and transforming developments into integrated destinations that people can truly experience and enjoy,” Abdulla Mohamed Al Blooshi, Director General of the Urban Planning and Permits Centre said in a statement.

By embedding programming and activation into the fabric of its developments, the collaboration aims to ensure that the areas in question function not merely as places to live or work, but as destinations in their own right – contributing to community wellbeing and a sense of place that supports Abu Dhabi’s standing as a global city.
