Dubai Municipality has announced plans to open 35 new parks across the emirate in 2025, backed by an investment of AED348 million, as part of the Dubai Parks and Greenery Strategy under the Dubai 2040 Urban Master Plan.
The parks will span more than 340,000 square metres across 23 residential communities, expanding the emirate’s network of public spaces.
The initiative falls under the Municipality’s Blue and Green Spaces Roadmap 2030, a programme with a portfolio of projects exceeding AED4 billion. The roadmap includes plans to deliver more than 120 parks and 200 sports and recreational facilities over the next five years.

Park locations have been selected to ensure residents can reach them within a five-minute walk from surrounding neighbourhoods. The parks will be developed as open, unfenced spaces that integrate with surrounding communities.
“Dubai Municipality continues to accelerate the delivery of public and neighbourhood parks in line with the Dubai Parks and Greenery Strategy and the Blue and Green Spaces Roadmap 2030. This portfolio reflects our commitment to expanding integrated public spaces within a human-centric urban ecosystem that enhances wellbeing and strengthens social cohesion,” Bader Anwahi, CEO of the Public Facilities Agency at Dubai Municipality said in a statement.
“By ensuring parks are within walking distance and designed around the evolving needs of communities, we are setting a new benchmark for the role of public spaces in improving quality of life and supporting sustainable urban growth across the emirate,” he added.
The parks are designed around five zones: early childhood play areas, playgrounds, sports facilities for youth and adults, food and beverage zones, and indoor and outdoor community spaces for events.
Collectively, the parks will include more than 60 children’s play areas, 18 football fields, 20 multi-use sports courts, skate areas, running and cycling tracks, open green spaces, seating, picnic areas, water features, and food and beverage destinations.
Dubai Municipality has also developed a data-driven framework supported by park typologies and design standards to assess community needs and ensure consistency in quality and future development.
Environmental measures have been embedded across all park developments. These include tree planting, the use of recycled irrigation water, renewable energy solutions, and the deployment of artificial intelligence and robotics to manage resources and support ecological balance.
Dubai Municipality is inviting private sector partners to participate in the development of parks through Public-Private Partnership (PPP) models, in line with the Dubai Economic Agenda D33. A regulatory framework will oversee standards and operations across the park network.
By 2040, Dubai Municipality aims to deliver 310 new parks and upgrade more than 220 existing parks, creating a network of public spaces across the emirate.
