Dubai’s Roads and Transport Authority (RTA) has expanded access to its e-scooter riding permit application service. The service, which was available only through the RTA website, can now be accessed through the RTA Dubai application and the Dubai Now application.
The expansion means residents no longer need to visit service centres to obtain permits. The move is part of RTA’s work to support Dubai’s goal of becoming the world’s smartest city and to advance digital transformation initiatives.
Applicants can now complete the permit process through the RTA app. The process requires users to take an online theoretical test that covers e-scooter usage rules, safety requirements, and riding fundamentals.

After passing the test, applicants receive authorisation to use e-scooters in areas and streets designated by RTA. The permit is issued electronically through RTA’s channels.
The service is part of a package of initiatives designed to regulate e-scooter use, enhance traffic awareness, and protect road users.
The e-scooter permit application service remains available through RTA’s website, giving customers multiple channels to choose from based on their preferences.
RTA has called on e-scooter users who do not meet exemption criteria to obtain the required permit before operating e-scooters in authorised areas. The authority has emphasised the need to comply with all laws, regulations, and instructions to maintain public safety.
