India’s Ministry of Civil Aviation and Delhi International Airport Limited (DIAL) have launched Air Suvidha 2.0, a contactless Passenger Health Self-Declaration Portal, to support Ebola health screening at Points of Entry (PoEs) in India.

The portal was launched on June 25, 2026, and follows the World Health Organisation’s declaration of the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and Uganda as a “Public Health Emergency of International Concern” on May 17, 2026, under the International Health Regulations (IHR) 2005.

The outbreak has been confirmed as Bundibugyo virus disease (BVD). Countries bordering DRC and Uganda, including South Sudan, have been assessed by WHO as high-risk for transmission, according to the update cited in the statement.

Travellers can submit health declaration before arrival

Developed in collaboration with the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare, Air Suvidha 2.0 allows international arriving passengers to submit a Health Self-Declaration before immigration clearance.

The declaration will cover 21-day travel history, exposure history and symptoms, if any.

The Ministry said the portal enables data sharing with the Airport Health Officer, Bureau of Immigration, Integrated Disease Surveillance Programme (IDSP) and State Surveillance Officers. This is intended to support identification and referral of at-risk travellers.

No physical forms on landing

The portal also allows passengers to complete the arrival health process without filling physical forms after landing.

The Air Suvidha Self Declaration Form (SDF) can be completed up to 24 hours before arrival in India. Passengers have been asked to fill the form before boarding their flight or during web check-in to support clearance on arrival.

Passengers will be required to show the downloaded SDF at the International Travel Health Desk or immigration counter.

“All International travellers are requested to complete their Self-Declaration accurately and in advance, in the interest of passenger safety and Public Health,” the statement said.
