TikTok USDS Joint Venture LLC has been established following an executive order signed by President Trump on September 25, 2025, allowing 200 million Americans and 7.5 million businesses to continue using the platform.
The joint venture holds majority American ownership and operates under safeguards designed to protect national security through data protections, algorithm security, content moderation, and software assurances for users in the United States.
The joint venture will store user data from the United States in Oracle’s cloud environment within the country. A data privacy and cybersecurity program will be audited and certified by third-party cybersecurity experts.

The program will adhere to standards including the National Institute of Standards and Technology (NIST) CSF and 800-53, ISO 27001, and the Cybersecurity & Infrastructure Security Agency (CISA) Security Requirements for Restricted Transactions.
The joint venture will retrain, test, and update the content recommendation algorithm using data from users in the United States. The algorithm will be secured in Oracle’s cloud environment in the country.
Software assurance protocols will secure apps in the United States, with source code reviewed and validated on an ongoing basis with assistance from Oracle as the Trusted Security Partner.
The joint venture will hold decision-making authority for trust and safety policies and content moderation, safeguarding the content ecosystem in the United States.
Interoperability will enable the joint venture to provide users in the country with a global TikTok experience, allowing creators from the United States to be discovered and businesses to operate on a global scale.
TikTok global’s entities in the United States will manage global product interoperability and commercial activities, including e-commerce, advertising, and marketing.
TikTok USDS Joint Venture to control content moderation and algorithm for US users
A seven-member board of directors, with a majority of American members, will govern the joint venture:
Shou Chew serves as Director. Chew is the Chief Executive Officer of TikTok, leading the company’s global businesses and strategy.
Timothy Dattels serves as Director. Dattels is a Senior Advisor to TPG Global, where he previously served as a Partner, Chairman of TPG Asia, and a member of the firm’s Executive Committee.
Mark Dooley serves as Director. Dooley is a Managing Director at Susquehanna International Group, which he joined in 1987 as one of the firm’s employees. He serves on the firm’s Management Committee, overseeing its global trading operations.
Egon Durban serves as Director. Durban is Co-CEO of Silver Lake, which he joined in 1999 as a founding principal. He serves on boards across Silver Lake’s portfolio including Dell Technologies, Qualtrics, TKO Group, Unity, and Waymo.
Raul Fernandez serves as Independent Director and Chair of the Security Committee. Fernandez is President and Chief Executive Officer of DXC Technology and a member of its Board of Directors. He brings more than three decades of experience at the intersection of technology, risk, and national security.
Kenneth Glueck serves as Director. Glueck is Executive Vice President in the Office of the Chief Executive Officer at Oracle, where he advises the CEO on global strategy, business, M&A, technology, policy, and regulatory matters, and leads Global Corporate Affairs and Global Corporate Communications.
David Scott serves as Director and Security Committee member. Scott is Chief Strategy and Safety Officer at MGX, where he works with the fund’s leadership to set MGX’s direction, including overseeing the governance of security and safety risks associated with AI technologies.
Adam Presser named CEO of TikTok USDS Joint Venture as platform secures US operations
The board appointed Adam Presser as CEO. He will be joined by Will Farrell as Chief Security Officer.
Adam Presser serves as CEO of TikTok USDS Joint Venture. Under his leadership, the joint venture will secure user data, apps, and the algorithm in the United States, while driving business growth for TikTok, CapCut, and other apps and websites in the country. Previously, Presser held roles at TikTok USDS, TikTok, and WarnerMedia.
Will Farrell serves as Chief Security Officer of TikTok USDS Joint Venture, where he oversees the joint venture’s data privacy and cybersecurity program. Previously, Farrell held roles at TikTok USDS, TikTok, and Booz Allen Hamilton.
Silver Lake, Oracle and Abu Dhabi’s MGX invest 15% each in TikTok USDS Joint Venture
TikTok USDS Joint Venture has three managing investors: Silver Lake, Oracle and MGX, each holding 15 per cent.
The consortium of investors includes Dell Family Office, the investment firm of Michael Dell, Founder, Chairman and CEO of Dell Technologies; Vastmere Strategic Investments, LLC, an affiliate of Susquehanna International Group, LLP; Alpha Wave Partners; Revolution; Merritt Way, LLC controlled and managed by partners of Dragoneer; Via Nova, an affiliate of General Atlantic; Virgo LI, Inc., investment arm of a foundation established by Yuri and Julia Milner in support of science; and NJJ Capital, the family office of Xavier Niel, a French entrepreneur and pioneer in telecommunications.
ByteDance retains 19.9 per cent of the joint venture.
The safeguards provided by the joint venture will also cover CapCut, Lemon8, and a portfolio of other apps and websites in the United States.
