Emirates Central Cooling Systems Corporation PJSC (Empower), the world’s district cooling services provider by scale, has signed an agreement with Meraas, a real estate developer and subsidiary of Dubai Holding, to supply City Walk phase 3 and the Verve building with over 17,500 refrigeration tons (RT) of cooling capacity.
The agreement forms part of Empower’s expansion to meet the needs of development projects in the region, with the company delivering cooling solutions in line with Dubai’s urban development trajectory.
The deal underscores what Empower describes as demand for district cooling services in the region. The company said the partnership reflects its commitment to delivering cooling solutions that address customer requirements while keeping pace with Dubai’s urban development.
Empower to supply 17,500 RT of cooling capacity to City Walk Phase 3 in Dubai
Empower added that it continuously works to provide services using technologies that ensure customer comfort, while enhancing operational efficiency and environmental sustainability across the projects it serves.
The City Walk phase 3 project represents an addition to Empower’s portfolio of developments across Dubai. The company has announced an increase in its connected cooling capacity, reaching around 1.7 million RT by the end of 2025, serving nearly 1,750 buildings. Empower’s contracted capacity has also increased, reaching approximately 2.0 million RT.
“Through these agreements, Empower is adding new projects to its portfolio, reaffirming the effectiveness of it’s efforts in strengthening the company’s position as a trusted and reliable partner in district cooling services in Dubai. These projects also contribute to enhancing the diversity of the sectors we serve and expanding our role in reducing carbon emissions, in line with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE, and Ruler of Dubai,” Ahmad Bin Shafar, CEO of Empower said in a story.

The third phase of City Walk is positioned as an addition to Dubai’s urban landscape, built around a concept that combines design with standards of comfort.
The project occupies a location within one of Dubai’s urban destinations and is designed to offer residents a lifestyle that brings together living, working and leisure in one environment.
Upon completion, the project will feature a range of residential units built to standards, with attention to detail aimed at meeting the expectations of residents. It will also offer facilities and services, including green spaces, entertainment areas and sports facilities, with the aim of enhancing quality of life and delivering a residential experience defined by comfort.
