Dubai Municipality, Dubai Police, and the General Directorate of Identity and Foreigners Affairs have partnered with Careem to launch Al Freej Gardener, a regulated digital platform for home gardening and landscaping services across the emirate.
The initiative will allow residents to book qualified, licensed gardeners through the Careem app, which is expected to go live in September. Services available through the platform will include home gardening, routine maintenance, irrigation system installation, and agricultural consultancy, all offered by registered specialist companies through tailored packages.
Senior officials from the three government bodies witnessed the signing of a memorandum of cooperation to formalise the arrangement. Careem will build and operate the digital service, managing the registration and qualification process for participating companies and providing the infrastructure needed for a reliable customer experience.

Through this initiative, Dubai Police will provide security awareness and conduct field activities across Dubai’s neighbourhoods in line with our strategic objectives to enhance security and safety. The partnership reflects the value of cooperation between government entities and the private sector in developing services that respond to community needs,” Major General Hareb Mohammed Al Shamsi, Deputy Commander-in-Chief for Criminal Affairs at Dubai Police said in a statement.
“The success of any community service depends on clear regulatory frameworks and compliance with them. General Directorate of Identity and Foreigners Affairs – Dubai will support the ‘Al Freej Gardener’ initiative by providing guidance on visas and permits for workers in this field, raising awareness of regulatory procedures and supporting mechanisms that promote compliance and limit irregular practices. These efforts reflect our commitment to an organised working environment that protects the rights of all parties and supports the delivery of reliable and safe services in line with Dubai’s approach to integrated government services,” Major General Dr. Ali bin Ajif Al Zaabi, Assistant Director General of the Violators and Foreigners Follow-up Sector at the General Directorate of Identity and Foreigners Affairs – Dubai added.

Dubai Municipality is leading the initiative and will coordinate awareness and training programmes to promote sustainable gardening practices among residents.
Dubai Police will run field and awareness campaigns across residential neighbourhoods to reinforce security procedures around the delivery of gardening services.
The Identity and Foreigners Affairs directorate will handle guidance on visa and permit requirements for gardening professionals working through the platform.
The platform will require all participating gardeners and companies to comply with applicable laws. The arrangement reflects a broader pattern in Dubai of government agencies working with private technology platforms to regulate and formalise informal service markets.
