Bahrain intends to develop a 123-megawatt solar project, featuring what developers claim will be the world's largest single-site rooftop solar plant. The project aims to reduce industrial emissions and advance Bahrain's Net Zero 2060 target.

Key points

  • Bahrain plans a 123-megawatt solar project, including the world's largest rooftop solar plant.
  • The project aims to cut emissions by 90,000 tonnes in its first year of operation.
  • The initiative aligns with Bahrain’s Net Zero 2060 goal and boosts renewable energy investment.

Bahrain plans to develop a 123-megawatt solar project that includes what the developers say will be the world’s largest single-site rooftop solar plant, as the kingdom moves to cut industrial emissions and advance its Net Zero 2060 target.

Foulath Holding and Yellow Door Energy announced the project at the Gateway Gulf investment forum hosted by the Bahrain Economic Development Board in Manama on November 2-3, 2025.

The partners said the development will proceed under a power purchase agreement structure.

Project details and capacity

The site will total 123 megawatts peak and comprise ten rooftop photovoltaic plants and four ground-mounted installations across about 707,000 square metres, the companies said.

The plan includes a 50-megawatt peak rooftop unit using about 77,000 panels installed on a 262,000-square-metre stockyard shed. The developers said that rooftop array would be the world’s largest at a single site.

Power output and emissions

Once operational, the project is expected to generate around 200 million kilowatt-hours of electricity per year.

The developers said the system could cut carbon emissions by about 90,000 metric tonnes in its first year.

The initiative is aimed at lowering the carbon intensity of steel production in Bahrain, where Foulath operates.

“We are incredibly proud of this transformative project – marking the largest rooftop solar plant in the world. This milestone not only strengthens our position as a regional leader in clean energy, but embodies our dedication to build a resilience, sustainable future in line with our national vision of elevating Bahrain’s international competitiveness,” Noor bint Ali Alkhulaif, Minister of Sustainable Development, Chief Executive of Bahrain EDB said in a statement.

Meshary Al-Judaimi, Chairman of Foulath Holding, said the company had already invested about$250 million in sustainability projects in recent years.

“These investments demonstrate our dedication to responsible operations and environmental stewardship. This solar project continues that commitment, ensuring industrial progress goes hand in hand with environmental care,” he said.

“Congratulations to Foulath Holding and Yellow Door Energy on this landmark PPA to develop the world’s largest single-site rooftop solar plant. I think this project proves how cost-competitive, clean energy can drive forward industry and set a new global benchmark for decarbonising steel production. As a leading investor in sustainable infrastructure and majority shareholder of Yellow Door Energy, we are proud to witness this signing and look forward to seeing this transformative project come to life,” Sherif ElKholy, Managing Director, Head of Middle East and Africa at Actis, and Chairman of Yellow Door Energy added.

Strategy and regional context

The project aligns with Bahrain’s stated Net Zero 2060 goal and adds new utility-scale solar capacity in the Gulf.

Announced during Gateway Gulf in Manama, the plan signals continued renewable energy investment tied to heavy industry in the Middle East.

The developers did not disclose a commissioning timeline.
