The Endowments and Minors’ Trust Foundation in Dubai, known as Awqaf Dubai, has launched the third phase of the Dubai Government Employees’ Endowment for Hajj and Umrah, centred on the development of two residential villas in the Al Rashidiya area.
The project, funded through contributions from government employees, carries a valuation of approximately AED8 million, inclusive of land and construction.
Construction costs are estimated at AED5 million, and the endowment is projected to generate an annual return of 10 per cent.

Revenue from the endowment will be directed towards covering Hajj and Umrah expenses for low-income individuals and others who qualify, enabling them to fulfil their religious obligations. The initiative is designed to promote social solidarity across the emirate.
“This initiative exemplifies the spirit of compassion inherent in our community. It aligns with our leadership’s vision to institutionalise innovative endowments that address the diverse needs of society,” Ali Al Mutawa, Secretary General of Awqaf Dubai said in a statement.
Employees can contribute through the Smart Employee application. The application allows for automated monthly deductions, which Awqaf Dubai then aggregates to fund the construction and management of endowment assets.
“The continuity of this endowment is a testament to our leadership’s commitment to an integrated development model that bridges economic growth and social sustainability. This initiative directly supports the goals of the Dubai Social Agenda 33 by fostering a more cohesive and collaborative society,” Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department (DGHR) added.
“Digital Dubai’s involvement underscores our belief that technology’s greatest value lies in its ability to serve people. By integrating government efforts, we are leveraging digital transformation to turn human values into a sustainable, transparent, and easily accessible impact,” Matar Al Hemeiri, CEO of the Digital Dubai Government Establishment further explained.
Al Falasi added that DGHR regards human capital as the driver of Dubai‘s future, and that the programme positions employees as partners in creating an impact that endures.
Since the initiative was established in 2022, more than 4,000 employees from 44 government entities have taken part. Previous phases have produced endowments in support of humanitarian causes and the printing of the Holy Quran.
The third phase builds on that foundation, with Awqaf Dubai, DGHR and Digital Dubai collaborating to deliver an endowment that combines voluntary giving with government infrastructure and technology.
