The Dubai Land Department (DLD) has launched a Real Estate Diploma in partnership with the Higher Colleges of Technology (HCT) to prepare talent for the real estate sector.
The diploma will accept 40 participants per cohort and runs for two years with 90 accredited hours. The curriculum includes property management, real estate valuation and appraisal, real estate brokerage, dealings with property owners and tenants, and promoting real estate services.
At the launch ceremony, DLD signed cooperation agreements with Emaar Properties, Sobha Realty, Aldar Properties, Omniyat Developments, Azizi Developments, Danube Properties, and Ellington Properties. These agreements will provide training opportunities and align outcomes with labour-market needs.

Omar Hamad Bu Shehab, Director General of the Dubai Land Department, said investment begins with people and the strength of the real estate sector stems from the competence of its workforce.
“This approach comes at a time when Dubai’s real estate sector is witnessing an unprecedented achievement, with the value of real estate transactions in 2025 surpassing AED917 billion, a performance that reflects the market’s resilience, clarity of vision, and full alignment with the objectives of the Dubai Real Estate Sector Strategy 2033,” he said in a statement.
“Dubai Land Department continues to play its pivotal role in empowering national talent. Since the launch of the Real Estate Empowerment programme in 2024, DLD has contributed to the employment of 1,800 Emiratis in the real estate sector, in addition to strengthening the presence of Emirati talent within the real estate brokerage ecosystem, which today includes 2,028 Emirati brokers, among them 426 women. This reflects Dubai Land Department’s commitment to building a more inclusive and sustainable sector, one that is human-centric, and enhances its competitiveness for the future,” he added.
Dr. Faisal Al Ayyan, President and CEO of the Higher Colleges of Technology, said the partnership reflects HCT’s direction to build partnerships with the labour market and industry sectors.
He said the diploma underscores the success of the Colleges’ approach, which aims to diversify options for students by adding a diploma track alongside academic pathways, responding to the market whose workforce needs increasingly prioritise applied and technological skills.
Dr. Al Ayyan highlighted the growth witnessed by the real estate sector in the UAE, describing it as a sector supported by stability, infrastructure, and government policies that have positioned it as a driver of growth.
“Preparing national talent to work professionally in this field will enhance excellence, competitiveness, and development across the sector,” he noted, according to the statement.
The programme targets individuals interested in the real estate sector who seek to advance their careers. The programme provides graduates with pathways to continue their studies or to apply for licences in accordance with requirements.
The launch forms part of DLD’s efforts to develop human capital, in alignment with the Dubai Real Estate Sector Strategy 2033 and the Dubai Social Agenda 33.
