Abu Dhabi’s off-plan market has long run ahead of the financing options available to buyers. A new arrangement at Wadeem Gardens on Hudayriyat Island aims to close that gap, allowing eligible purchasers to access mortgage financing during construction rather than waiting until handover and title deed issuance.
The project, developed by Modon, is the first to activate a financing partnership with Abu Dhabi Islamic Bank (ADIB) that addresses what brokers have identified as a structural limitation in the off-plan segment.
Until now, mainstream mortgage financing has generally only been available once a property is complete and registered, leaving off-plan buyers reliant on developer payment plans or larger upfront commitments.
The timing is not incidental. According to data from Quanta, off-plan villa and townhouse transactions in Abu Dhabi rose 42% year-on-year in volume in Q2 2026, while the value of off-plan villa transactions grew 215% over the same period. Demand has been outpacing the financing infrastructure around it.
For buyers, the ability to borrow during the construction phase reduces the capital required upfront and opens a route into the market for those who could not previously purchase without waiting years for a completed unit.
Agency betterhomes, which is active on the project, sees the arrangement as potentially reshaping the buyer pool for large-scale off-plan developments.
“The collaboration between Modon and ADIB is a positive step for Abu Dhabi’s real estate market. By offering buyers greater financial flexibility and a clearer path towards property ownership, this initiative will strengthen end user confidence and support the continued growth of Abu Dhabi as an attractive place to live and own a home,” Nada Osman, Director at betterhomes Abu Dhabi said in a statement.
Wadeem Gardens will serve as the first test of how construction-stage financing performs in practice. Whether the model extends across other Abu Dhabi developments may depend on what it shows.
